Still discomfited from my unresolved fight with Kirti, I attended one of Pete’s private council sessions the next morning.

It was a habit I’d decided to get into. There was too much going on, too much that impacted me, for me to not to go, no matter how much I didn’t want to. And I needed them to see I wasn’t afraid, that I was watching and paying attention. I decided it was best to do it without advance notice and with enough variation that they wouldn’t be able to predict whether I was coming or not. I meant to keep them on their toes. I meant not to be trapped.

But that was exactly how I felt when I walked in and caught the end of something Blaine had been saying to Duke Shanks.

“There should be no need for such measures,” he said in an exasperated tone, not as if he meant to contradict. “The unclass being pampered like this will only make them think they have the power to make demands, to expect the empire to cater to them now.” His head turned in my direction, his eyes widened in surprise for only a moment and then he looked away, though he didn’t turn his head, and I couldn’t have missed what he said next. “No matter how much power they may think they have now, it’s all nonsense. It’s been proven time and time again that allowing such thinking only leads to disaster. But, you’re right, perhaps they need a reminder of how truly powerless they are.”
